 95% Confidence Interval

The task letter says "We would like to know how the minimum fracture toughness (within a 95% confidence level) varies with thickness over this range" as well as "either an estimated or a rigorous value for the minimum plane-strain fracture toughness (within a 95% confidence level)." Are we supposed to do something specific for this 95% confidence interval? Does this have anything to do with the 95% that we used to find P_Q or what?

Yes, the 95% confidence interval has everything to do with the determination of Pq. If you found Pq according to the 95% confidence interval in the ASTM E399 specifications then you are in good shape and your Kq values will reflect that 95% confidence interval. There's nothing else you specifically need to do.
